The president issues a proclamation each year, often moving holidays to Mondays under holiday economics to encourage domestic travel. Additional special days are added at short notice.
Holy Week is the great national shutdown — Maundy Thursday to Easter Sunday, when Manila empties, transport sells out and many businesses close entirely.
