How we count this
We start with every Monday-to-Friday date in 2028 and subtract each nationwide public holiday in São Tomé and Príncipe that lands on one of those days. Saturdays and Sundays are never counted as working days.
2 holidays (Ano Novo and Dia da Reforma Agrária) fall on a weekend this year, so they don't reduce the total. Where the government moves a holiday to a weekday, that substitute day appears in the data and is subtracted.
